Ryabkov complained that Washington never notified Russia, then said in the same breath that none of it was news: "we are monitoring all of this, recording it all." Nobody broke any rules here, which is the actual problem. The 1967 Outer Space Treaty only bans weapons of mass destruction in orbit, so everything else has been open season for 60 years.
