Bessent argues that countries should be allowed to develop their energy resources without the bank automatically excluding fossil fuel projects. A person briefed on the meeting said they were, unsurprisingly, told it was "simply not going to happen." Western allies froze about €260B of Russian state assets in 2022, most of it sitting in the EU.
