Meloni’s measures are the predictable result of years of open-border policy that imported the conditions for these riots. Half of the roughly 330 people stopped or arrested were of foreign origin, while foreigners are ~9% of Italy’s population yet account for ~35% of those reported to police overall and ~50% of thefts and robberies. The youngest identified in Milan was 11. Nearly 200 officers injured, stores looted, windows smashed. There is nothing revolutionary about that.
The new rules—up to five years and €20,000 for violent group participation, parents liable for minors’ damage, expanded detention powers for 14-17 year olds who pose a risk—are ordinary state functions applied after the fact. They do not reverse the arithmetic that produced the overrepresentation. Foreign nationals are disproportionately present in property crime and street disorder; the data is public and consistent across Interior Ministry releases. Treating the reporting of that fact as “complicity” inverts cause and effect. The policies that raised the foreign share of the population created the higher absolute numbers available for both legitimate protest and criminal opportunism. Enforcement after the damage is done is not the same as having prevented the conditions.
The same pattern appears across comparable European data sets: foreign nationals over-represented in robbery, sexual-offense, and property categories relative to population share. Italy’s own figures (35.1% of reports against 9.4% of residents) match the direction of the Italian weekend arrests. Meloni has already cut sea arrivals sharply through the Cutro and subsequent measures; the residual problem is the stock of prior arrivals and second-generation cohorts in high-density urban areas. Crackdowns on “Maranza”-style groups and parent liability address symptoms. Sustained reduction requires continued returns, asylum-system tightening, and lower net inflows so that the base rate declines.
Reporting the foreign-origin share and the new penalties is not facilitation of the unrest. Facilitation was the earlier decision to treat demographic change as cost-free. The chickens that are roosting are the arithmetic outcomes of those earlier choices, not the present reporting of them.
