Meloni’s measures are the predictable result of years of open-border policy that imported the conditions for these riots. Half of the roughly 330 people stopped or arrested were of foreign origin, while foreigners are ~9% of Italy’s population yet account for ~35% of those reported to police overall and ~50% of thefts and robberies.
